If your character reads the newspaper or watches the news, or even listens to rumour, they might have heard about the serial killer who, ahem, 'stalks the city.'

The police have recieved a letter they believe to be from the killer, but are not releasing its contents. They believe the killer to be quite insane, and warn citizens to be careful when out at night.
