1st liche seems good.
Get 2nd LP of the steed (cant hide in ir behind a unit like this unless you want him in combat).Against anything but weak unarmoured armys (wood elves, skaven and goblins) try something other than the staff of ravening (Hieratic Jar is useful or try Neferra's Plaques of Mighty Incantations) everything is cheaper and mainly more useful.
Skellies on foot look good
Same with Scopion
And Tomb Guard
For the Chariots i woulndt bother with any magic standards (Cursing word isnt that great unless your against cowards like skaven)
Everything else is good.

Can't see anything illegal about the list, personally. But then I am a VC player.
As the army seems pretty solid to me, I guess it could be the way you are using it that is letting you down. Speaking from my experience as a VC player, you need to play the game of Combat Resolution:
Drop the catapult and anything else you think you could bear to lose. Increase the size of your big infantry blocks as much as possible (with my VC, I have no infantry block smaller than 30. Lets me take some damage and still outnumber the enemy. Afterall, with fear causing troops, outnumbering is the name of the game).
The theory then is that your big units give you standard, 3 ranks and outnumber. Stick a nice fighty character in the front of each unit to cause some casualties (I imagine a supporting Tomb Scorpion could also fill this role). Then pair each block of infantry off with one or two small, fast units for flanking purposes. Your chariots would be ideal for this, removing the ranks of your opponent and getting +1 for flank. A bone giant would be great for both the extra casualties and the flanking, but they tend to be a missile magnet from what I have heard. But then that may not be a bad thing, as it means your big blocks will still outnumber when it gets to the crunch.
Then it is all just a matter of bringing it all together. You should have no problem grinding down your opponent once you engage, after all your troops can come back (especially with the relentless TK magic). Just concentrate on getting as many Combat Resolution points as possible (remember that they don't all have to be enemies you kill), and you will do absolutley fine. Take it from someone who has done it! ^_^
One last thing: consider 2 princes instead of 1 king. Will give you more punch in close combat, I think. Although the chariots will become special. Hmmm, difficult choice.
