The question is can the Sylvania list take Regiments of Renown and other Dogs of War? THe addition of a dark emissary could make their magic phase really powerful. Just wondering

I don't see why not, so long as what you want can be hired by the army. I'd just consider it a VC list for all intents and purposes.

Are you basing that on the fact that dogs of war are not listed as an avaliable rare unit on the list of units avaliable to sylvania? Can any of the other SoC lists use dogs of war?

None of the SOC lists can as it is not stated in the lists. There are a few exceptions, but those are specific lists who can take specific units...
