What if you make the Lord into an Exalted Champion? You will save over 100 points and can still dish out a lot of damage. With the points you can give full commands to your units and increase the number of horrors in your unit.

Mainly because A )The Disc can only be used by lords and B ) The magic level is upped.

An Exalted Champion can ride a Disk. You only gain an additional 2 spells and dispell dice. Also your sorceror has too much wargear. It's 15 points over.

Dispell scrolls count towards your maximum magic-item total? My group and I have always used them like the Enchanted Shield rule; Only exception.

I was also thinking of completely dropping the Sorcerer and Horrors and adding a few Screamers and more Warriors.

Heh, sorry. The side-rule is your aloud to take the shield with other magical armour.
