If by ROR you mean Regiment of the Renown, then no, you won't have to take any.
You can't use detachment on them either, as they have to be an imperial parent unit.
You can find info on these renown regiments in past White Dwarfs or on the GW site under Warhammer Cronicles section. They might be in one of the annuals too.
Your general can be whatever you want if you're making the theme.]

I wish my general could be a captain but it says it cant be it has to be a wizard lord or a mercenary general[elector count] only!
but i only wanted a small 1000pt army with this style, but sadly elector count and wizardlord's are LORD CHOICES!!
that would mean i need to build a 2000pt army!! :unsure:
Use a standard imperial army but fill up the rare choices with RoR or other mercs, that way, you don't have any problems ;)
