How do you get a promotion in the ranking system ? do i need to be an active member and post a lot ?

Yes. The first time you get a promotion at 150, but don't spam.

By the time i get your posistion you will probaly be an admin . Are all the promotions earned by post count or are they other ways ?

Except for staff positions (obviously), they are all post-cout related

If you're talking about the red things under peoples titles, I think these are the ranks:

0-24 posts: no "red things"
25-49 posts: 1 "red thing"
50-99 posts: 2 "red things"
100-499 posts: 3 "red things"
500+ posts: 4 "red things"

Just as a note, they're called 'pips' which is also the name of the dots on dice.

You said how many posts i need for numbers of pips . You dident say what the ranking is .

The rankings and the pip are in coralation. In simpler terms: You get an extra pip, you go up a rank.

I have two pips and i am still a normal member . Nothing has changed .
