It's a fusion monster that doesn't use the magic card Polymerzation.And it's effect is you discard 1 card from your hand to destroy 1 card on your opponent's side of the field.Kaiba will use this card during the Battle City Finals .

Is the MonsterCard Valkerie the "same" like that XYZ-Dragon Canon (Without using Polymerzation for combining)???

They are somewhat similar except that XYZ Dragon Cannon does not go in your main deck it goes on your Fusion Deck whereas Valkyrion has to go in your main deck and you have to draw him because he is not a Fusion Monster he is a just Special Summon Requiement Monster like Gate Guardian and Dark Necrofear.
