This is a call out for anyone who wishes to be an agent of CSIS. I picture a system of cells, two or three nations to each cell, each takes orders from me or possibly a second in command. No cell will have knowlege of any other cell. This is to protect against possible spies and will also this will allow a 100% acceptance rate. No one will know the exact number of agents except me. This make every Canadian a potential agent of CSIS. In short, no one will screw with Canada. Do not post here if you're interested. Please telegram me. I will create cells as applications come in. I also am open to suggestions on better ways to run CSIS, please post those here.

Of course I can't, but the AA is planning a blitzkrieg and can strike at any moment, it is important to have some kind of system in place in order to ensure the security of Canada. I'm keeping a list of applicants. I can send it to any replacement. This is by far the most secure of all systems. Create guidelines, go ahead, doesn't matter. The fact of the matter is that CSIS won't be making a regular practice of spying on Canadians. This agency exists to link into other intel networks in order to facilitate the rapid transfer of information and counter-information. You want in Domination?

Perhaps a goal, Africa's Foreign Intelligence service has contacted me. I'm interested in the integration of these two agencies. Of course we need guidelines, who's going to decide them? How quickly? I'd suppose it's the PM's responsability, seeing how I'm kinda biased. I also don't think that the inner workings of CSIS should be created in the public eye. I know we want to avoid passworded forums, but in this instance it may be necessary. Some level of secrecy is needed in the creation of a secret agency.
So I agree with you, we need guidelines. I also think that that scentance is a good mission statement. Lastly I think that your ideas are good. I want you as an agent, if you want in.

I am promising right now that the cabinet will control CSIS, not me. I set it up, I make the plans, you clear them, things get done. We will not take unilateral action as an agency. I can't make any promises about individual members, as I don't control them as individuals. CSIS is an agency loyal to the federal government, not a group trying to cause trouble. We as an agency will fully comply to any rules rules or regulations passed by the cabinet. I sense some aprehension. Don't worry, we answer to you.

Admittedly, agent names and operations must be secret, and a passworded forum may be necessary, but as the PM, I feel I should remind you that the Cabinet needs to be in the loop, or at least me and the Foreign Minister. We can't do this without oversight.

I think it will be necessary for you to have some clear guide lines put together in order to protect the rights of Canadians from abuse of power. You know the saying - power corrupts - absolute power corrupts absolutely. I'm not saying that you would have any shady dealings, but you can't guarantee that it will always be you at the helm.

Don't misunderstand, I absolutely think this an essential service. We certainly need to protect ourselves from invaders with hostle intentions, but TD advises caution when forming it. A clear set of guide-lines will create credibility, and protect CSIS at the same time.

Is this a mission statement for CSIS? I just want to be clear on what the goal is.
