our current position is that while Sephrioth is the architect of her own destruction, the current and on-going campaing against her is grossly punitive.

We would like to establish humanitarian efforts, but can not ensure sufficient security for such operations.

We have one of our four naval battle groups in the reigion but are considerably out-gunned.

The kingdom of the Cretonians has no wish or desire to engage in a military conflict over the ruins of Sephrioth.

That being said, we would still pettition the nations of Canada to compile a coalition force to ensure that relief efforts can commence and that further military action against this rogue nation is halted.

Having read through the intelligence dossier from your link and whilst I am for giving humanitarian aid where the need is evident, there are a couple of points that I would like elaborated to put my own curiosity at rest.

Firstly, is this intended for Sephrioth, or another Nation? If this Nation is as rogue as you make out, and is indeed the architect of their own destruction, it is likely that this gesture will be refused or misinterpreted. If the action being taken is punitive, may for a good reason. That is not clarified.

I would be reserved about involvement. Rather than 'jump the gun', a more rational decision would be to follow the situation and any developments that may come about.

It is indeed the rogue nation of Sephrioth we intend to make the target of our relief efforts.
It is our belief that Sephrioth is in no position to accept or refuse anything.

As a result of our ongoing negotiations with The Kingdom United, which is the colaition of nations moving against Sephrioth, they have agreed to consider limiting themselves to whatever millitary targets remain in Sephrioth.

It is their stated intent to use this shattered nation as a training ground for their millitary.

Quite frankly we dont feel Sephrioth has many, if any worthwhile targets.

We will continue to negotiate with The Kingdom United and will keep our reigion informed as the situation evolves.

We would suggest that Sephrioth has few if any worthwhile targets, and would provide limited training value for your forces.

That being said, we would like to co-ordinate with The Kingdom United to allow us to opperate humanitarian efforts while you conduct your combat opperations.

This would require us to share a fair degree of intelligence regarding unit movements within Sephrioth to ensure against unintended friendly fire incidents.

Provided that it is limited to co-ordination of Sephrioth relief efforts we would from our side be willing to share this intelligence.

We would also suggest, that rather than engaging a backward and poorly organized force that we jointly develop a GPS assisted live combat simulation and training program .
This would in the long run be much more cost effective and allow absolute situational control, and also remove or greatly mitigate the risk of losing expenive craft and weapons.
The inhibitive cost of advanced ordance alone should make this an attractive proposal.

We await your wise response on these issues.

Rather than continue these punitive measures, would either side be willing to negotitate a cease-fire even if only temporary. Rather than raze Seprioth to the ground making it virtually uninhabitable, it may be possible to reach an agreement whereby Seprioth agrees to disarm, stand-down, or undergo weapons checks. The bonus of this is that strained relations with all concerned parties will not be irreparable, as it is concievable that you may need each others help at some point in the future.

Your colleague from the Kindoms United seems to have the situation under control and has more or less agreed to letting humanitarian aid be delivered uncontested. I would suggest sending an Ambassador to the Nation of Sephrioth in an attempt to ease the situatin and prevent further aggravation. The Ambassador(s) can also explain the current plan and Sephrioth can have thier say as well. Meeting on neutral ground would be advised to prevent any misunderstanding.

We regret that the time for such prudent measures has long passed. We have currently commenced relief operations, and have also managed to found several of Sephrioth's Scientists and millitary brass.

It is our assesment that anything short of a massive show of force will not convince the Kingdom United to back down.. or consider a ceasefire.

We consider the comemncement of relief efforts and the scaling down of their opertaions a diplomatic victory.

The situation, is however volitile, so we may yet ask again for the wise consel of the Canada reigion.

The Kingdom of Cretonia will continue her humanitarian efforts, and will also take action to see that Sephrioth does not become a rougue nation again.

We are sending additional equipment and personell via Titan transprt planes as well as a second naval contingent to accelerate relief efforts and to ensure security until such point as an indiginous governing body respectful of international law is established.

We can only commit so much of our resources to this project, so we will very likely need to call upon the nations of the world to assist us in seeing this trough.
