In another amendment we are working on, we are discussing adding an amendment to the constitution which would make a newly elected PM subject to a vote of confidence before receiving admin powers on the forum. One reason this is necessary is for regional security. Another reason is that because a Prime Minister/Delegate is not subject to forum election, the cabinet feels that some accountability needs to be held.
I don't have the exact wording yet, but I'd like to hear y'all's thoughts on the matter.

The Cabinet has developed a draft of the vote of confidence bill. This legislation would be presented as an admendment to the constitution. We would love to hear the region's thoughts, views and suggestions on ways to improve this bill:

Should the vote of confidence poll not grant the Prime Minister administrator privileges the Prime Minister's administrator responsibilities shall be assumed by the Minister of Regional Affairs (or in their absence any other forum administrator). The Prime Minister shall retain all other privileges applicable to their office.

Does it have to be a unanimous vote, or is it a majority-wins vote?

It's your standard everyday majority vote. We are a little too big for a unanimous vote. All the usual rules apply.

I am not entirely opposed to the change; however, I am opposed to the leadership role immediately going to the Minister of Regional Affairs; the chance for bias is too great. A MRA who is not loyal could lead the opposition knowing that they could take power.
I believe that a better decision would be to allow the cabinet to nominate a temporary holder until a second election could be held. Cabinet members and private citizens could then seek to hold the position.
Also, since the UN Delegate is held until another UN member achieves a higher endorsement, status of holding the PM's Admin responsibilities would be held indefinitely until another UN Delegate is appointed. It could be months as such.
The best thing would be to assign the admin's role to a specific role, such as MRA, or allow the PM's position be seperate from that of the UN Delegate. It would allow for less demogogery, and therefore, less corruption.
If you want to keep the positions of PM and UN Delegate together, it should be sacrosanct except for punitive reasons.

That's what we did. The admin is the PM with the backups being the MoRA and the MoD (although they all work together and support one another). If the PM were to lose a vote of confidence the MoRA would become admin and the backup would be the MoD.

In theory this might be true, but the recall process could be used to ensure that doesn't happen.

Wouldn't the 'any other' administrator have to be the MoD?
Since the only Administrators are PM, MoRA and MoD?
Why not just say: responsibilities shall be assumed by MoRA or in their absence MoD?
Unless you are meaning to say: any other forum 'moderator'???

While it is true the only other admin currently is the MoD in the future that might not be the case. I try to word things as flexable as I can, to prevent having to modify the wording in the future.
