The Royal Hunt
Royal proclamation by King Richard, transmitted to all nations of Canada
We would like to invite all the nations of Canada to send a representative for the annual Boreal Tundra Polar Bear Hunt. This hunt has been a tradition in Boreal Tundra for 22 generations although the format and purpose has altered somewhat in the last few years.
Originally, the hunt was restricted to the nobility of Boreal Tundra. Later, it was extended to those citizens who had distinguished themselves over the year. This year however,it has been decided to invite our friends and neighbors in Canada to partake.
As has been the custom for the last 100 years, the hunt has been used, not to kill polar bears but, to count them. To that end, the weapon of the hunt is a camera, the goal to shoot as many different bears as possible and get the best shot. Finally, the prize, your photo will be used on the annual Bear Hunt Stamp, the proceeds of which go to endangered species recovery and this year it will be matched by corporate and government donations to a wildlife charity in the winner's nation.

The Republic of Tiny Villages is always anxious to preserve wildlife and their habitat. We gladly accept this invitation to observe the marvvelous polar bear in the natural environment. Is there a way that a donation towards this effort might be made?
We await more details about the time and place for the Hunt.

The hunt will be from Friday to Wednesday and the photos will be submitted to the Royal Wildlife Foundation for judging to be completed by the following Friday. The best hunter will be the participant with the most different bears displayed. The voting for the best picture to be used in the stamp design will be open to the Region.

For this hunt, you have to use a camera. Boreal Tundra takes a dim view of poachers and the Wildlife Rangers are allowed to shoot on sight. I strongly suggest you leave the bow at home.
One purpose of this count is to determine how many licenses are available for hunting this year and you're free to enter the draw. Be forwarned, the chance of getting a license is about 1:25000.

This is going to be written OOC but, it explains the way BT would operate as well.
This is the camera/picture taking hunt. I was refering Liarg to the possibility of regular hunting in BT at another time. One which I don't intend to RP at this time (though I do have a poaching related RP I might do in the "Day in the Life" thread.)
The only way I could allow hunting (and I have no problem with it if done correctly) is to make it low impact on the prey. Since I work with wildlife biologists (and foresters and others) I know how that could be achieved (and how our government is and isn't doing it.)
With an accurate count (and the camera hunters aren't the only ones counting) of wildlife, a safe and sustainable hunting "industry" can be supported. BT would take the count as max number of animals (most govt's take it as partial number) and base the number of licenses on that number, after taking into account many biological factors. Sustainable hunting requires careful management and good data.
Properly done (i.e. the way BT does it) the maximum number of licenses issued is equal or less than the number of animals which will not degrade the species survival in a zone. The actual number of kills will be less in that zone as not all hunters will be successful and as the hunt will be restricted to specific zones, animal populations outside those zones will not be affected reducing the overall effective kill rate even more.
For example, consider a population of 1000 bears spread fairly evenly over 10 hunting zones. Biologically, the population can sustain 5% loss/year in addition to natural losses with no long term effect. Assuming bears mature in 2 years (I'm guessing here and for the example, it'll do,) BT would allow hunting in 2-3 zones per year and allow licenses for 5% (i.e. 5) of the bears in those zones. So, if it's a 3 zone year, at most 15 bears will be killed by hunters out of 1000. More likely, fewer than 15 would be killed as not every hunter would be successful. Obviously a catastrophic, natural loss of population will reduce hunting (and in the case of a prey animal, may increase availability to hunt predators.)
Overall, I have no problem with hunting done properly. I even find it more ethical than domestic livestock, the hunter doesn't always get her prey, beef cattle don't get to try to hide.
Oh and a personal example. A friend of mine who does hunt (bow and gun seasons) get's as many tags as he can but, he only kills what they use in a year. He's usually go at least 5 tags for various species, his annual take is 1 moose and 1 deer/elk or 1 elk and 1-2 deer. Even when his father went with him, the take was the same though the number of tags was higher and when his daughter starts going with him, the number of tags will go up but, not the number of kills (at least until she starts a family of her own.)

I certainly hope that you do not think so little of me to assume that I would consider poaching the wildlife on your property. That is not within my nature, and furthermore, if it was my intent to attempt to take any creature by means other than legal fair chase, I would certainly not broadcast that intent by asking permission.

Recently, we have had several cases of organized poaching as the bears internal organs are valued as medicines in some cultures. These incidents have been marked by disregard and even violence towards the Rangers. Needless to say, the Rangers are on edge at the moment and have adopted an "overwhelming response" operational method.
At any rate, I extend to you my warmest hospitality and would be pleased to discuss another hunt of a more conventional nature when you arrive.
