Just a heads up to the general population: I'll be drafting some amendments to the constitution for consideration by Cabinet that will try to entrench limits on my power as delegate and PM to eject nations from the region. I'll probably also throw in an amendment making it unconstitutional to hold more than one cabinet portfolio. If they are approved by Cabinet, I'll send them for a referendum.

I'm sorry, but I disagree. If there is an imminent threat, or an obvious spamming/hate violation, justice should be swift. If I see fifty hostile nations suddenly show up, I'm not going to wait a week for a hearing while we get taken over.
I'm editing my view. I just reread your post, and did not see that last part. I think that is somewhat consistent with my view. Ejection could be swift under certain circumstances, but subject to controls in other less dire situations. (My feeling is that it shoudl be up to a cabinet vote, with an appeal mechanism to our dispute resolution mechanisms).
Please note that the justice system is separate from the ejection and suspension criteria. The "judging" system will be dealt with in a separate law. The Current Minister of Justice will be working on a dispute settlement mechanism, which would be used to apply all laws, including the ejection law.
You might want to take your Council Idea and post it in the Justice forum to get that ball rolling. I'm sure he'd appreciate your views.
The Government of Boreal Tundra is of the opinion that regiona ejections should not be decided by a single nation (the Delegate.) Rather, ejections should be instituted by a Judicial Council of the region.
In working form, the Judicial Council should be 3, 5 or at most 7 judges who will hear the case for and against ejection. The result of the hearing will be a vote of the Council, ejection or no ejection, majority rules.
The Council would be selected randomly from a pool of available judges or, using a council of 3 for example, the defendant and prosecutor would each be allowed to select 1 judge and the 3rd would be selected randomly from said pool.
In situations where it was felt neccessary (by the Delegate or Cabinet,) a nation could be ejected from the region without a hearing. However, ejection/banning from the off-site forum would only take place upon completion fo the forum and if the vote is against ejection, the nation would be removed from the ban list and allowed back into the nation immediately.
Oh, and further to my edited response - all should know that a draft law is being considered by Cabinet right now. I'd like to get something in place sooner rather than later, so that we all know what the rules are for conduct around here.
