Alberta has asked that we send a nation over there to help stabilize the situation and act as a mediator.
It is crucial to start on this task in short order, given the urgency of the situation.
Mainly, Alberta needs both sides of their civil war to agree on a neutral party to install as delegate, and then help the two factions come together on a way of restoring Alberta to a democratically elected regime.

I've gone to Alberta and offered a six point plan so that they can establish a stable democracy. I'll be taking a hands off approach, guiding everyone along with as little interference as possible.
Here is what I posted:
Hi, it's bweezy again. I'm here upon the request of member nations of Alberta in order to try to assist in restoring order.
My "list" of thing you guys should be doing is as follows:
1. determine an acceptable interim delegate, that will be endorsed by both sides;
2. Assess the current constitutional/electoral framework of the region and identify weaknesses that may have helped cause the current strife;
3. send joint task forces to other regions to examine other constitutional documents and electoral rules that may help address inherent weaknesses in the current Alberta structure;
4. Negotiate an acceptable constitutional/electoral framework that address the noted weaknesses;
5. Hold free and fair elections based on the new rules;
6. once the new cabinet is sworn in, look into better security for the region (appointing a founder, etc.)
We are at point 1. I will not favour any one delegate at this time. Me doing so would only serve to take power away from Alberta and impose a foreign will on this region.
I would state however that if all sides can trust the current interim delegate, it may be easiest to pick him/her as the interim delegate, and then move straight to item two on the list.
However, if there is an obvious neutral choice that both sides agree on, then both sides should publicly state that nation, and get him or her in the delegate's chair.
Is everyone in agreement with this framework?

I believe that your plan is very appropriate and takes Canada to the point of being a neutral party in this battle for power. It will also create a great reputation for our Region.
We are in other regions now doing good Public Relations. one of the reasons I am in Canada has been the positive democratic process that is occuring. This is something we should all be proud of.

Well, the process is coming somewhat unravelled as the leader of one of the factions appears to have moved to Canada. I'm trying to talk him into returning one of his nations to Alberta and to not give up yet. However, this has been a trying situation for all involved, and it is not surprising that people are getting exhasperated.

Zartacla was not a "leader" as you seem to suggest, he called in the 10000 islands and created some heat before IM fell. No matter though.
Most of us still in Alberta would still appreciate the instatement of a neutral delegate from your Region.

There would be a problem with moving any nation into Alberta (for any purpose) at the moment though.
The region is passworded and according to The P*ssed, nobody knows the password.
In which case no Nation can move in to fulfill this role. Is there anyway of moving a nation to this region?

Zartacla only called upon the help of 10000 Islands after IM fell, because that would only be reasonable once the Sameerean Commonwealth came in to so called help IM. Unfortunately, P**sed can't keep the password unknown for long or else EEK moderator powers.

Boreal Tundra is willing to take on the Neutral Delegate position if it is still desired.
Our position would be that ALL Alberta UN nations endorse BT until the conclusion of step 5 in Bweezy's plan. At this point, the new and legal delegate would be endorsed and BT would return to Canada.

There is some support being voiced for BT's temporary ascension to the Alberta delegacy. I'll keep everyone posted as the matter comes closer to a resolution.

BT - a few nations in Alberta have expresses support for your moving to Alberta. However, no one has communicated any official word to me. If you want to move into the region to test the waters, I'd encourage you to do so and let Albertans decide whether they want an outside delegate or not. If no one endorses you, then its obvious you should return here.
My feeling is that Alberta is still a mess. It is not stabilized at this point, and their are signs that the same schism that was in place a week ago will re-materialize.
IM is now openly seeking the delegacy, which in my opinion is not the correct approach. A neutral party (whether from Alberta or elsewhere) ought to be installed until they at least get a constitution and coherent set of election laws into place, so they then can have the proper foundation of democracy. Then, and only then, should Stalins Soviet Russia, IM and the rest of the nations involved in this schism run for the delegacy.
However, it appears that not all sides are committed to doing this.
As such, I'm coming very close to pulling the plug on Canada's assistance and giving up on Alberta altogether.
The answers to their problems have been clearly laid out for them. For some reason, they do not wish to follow the logical path to a peaceful and democratic government. As such, I am not sure there is much else we can do.
