I agree with Mof. The key to a powerful nation from an economic, civil services and of course, defensive stand point, is alliances. This pact was well proposed and put forward by a democratic nation, in good standing and historicly linked to Canada. I say we move forward with ratifying it.

Well it's very well worded and presented. i can't seem to find any dents in it.
I would propose that Canda move to ratify this agreement as soon as possible. Does this forum have a polling feature? We should get this to a vote right away.

The Republic of The Mighty Mof has no objections to said pact, as the only person running to head CSIS, I strongly suggest that we enter this pact ASAP for the safety of Canada. Thank you.

Since im running for the Defence Minister, I have quite an intrest in these issues. At first I was in favour of this pact but that was before I read the draft. A few things stand out that I think needs to be looked more closely at:
"All members of the pact must include the words “Member of the Democratic Defence Pact” in their region’s World Factbook Entry"

"All nations requested to assist must have logged into NationStates within 48 hours."
hmm
"the UN Delegate from every other region is required to request an equivalent of 20% of their endorser number UN Members"
Why cant we just have volunteers?
I thought, and think that this alliance should be made a little more friendly.
More of a "Yeah were gonna help each other when were in trouble and have good relations and stuff" sort of deal. Instead of all these stringent rules.
This legislation is too much IMHO.

Here is the text of New Zealand's and Australia's pact, also offered to Germany and Russia.
Welcome to our friends, the people and governments of Australia, Canada, Germany and Russia
Australis Pasifica raised the possibility of a mutual defence pact with each of your regions over the past week. Your regions were chosen as they are free, democratic and are lead by nations who are either friendly to, or not aggressive towards New Zealand.
My government’s Special Envoys were delighted to report a positive response from each of your regions.
For this reason, the Secretary of Defence has drafted the following wording for our pact. He asks that you read and amend where necessary, and that you reply-telegram any updates or acceptance.
The Chief of Mission to the United Nations requests that you fully investigate each other’s regions (use the World page, at the bottom), before entering into an alliance. We must be friends and partners if we are to trust and depend on each others.

DRAFT PROPOSAL FOR A DEMOCRATIC REGIONS MUTUAL DEFENCE PACT – the “Democratic Defence Pact”
PREAMBLE: There are many groups and multi-nation cheaters within the NationStates world whose sole reason for playing the simulation is to capture and decimate UN Delegate controlled (democratic) regions. Formerly enormous regions such as “America” and “United States of America” have been destroyed by these players. Any region created since NationStates 1.3 cannot be captured as control remains with the founder, not the democratically elected representative, meaning that as the hostile groups and multi-nation cheaters grow and conquer, the threat to original (democratic) regions increases. Regional password protection is currently the only protection available to democratic regions, however is an unpopular and autocratic measure – historically when regions are passworded they decline in size quickly.
PURPOSE: To protect the political independence and integrity of democratic regions, to prevent hostile groups and multi nation cheaters from locking or destroying democratic regions, to ensure that UN Delegates are appointed by a democratic majority from native or loyal regional nations, to enable democratic regions can remain un-passworded so their citizen nations and friends have freedom of movement.
ENTRY REQUIREMENTS: Australis Pasifica on behalf of New Zealand initially offers entry into this pact to Australia, Canada, Germany and Russia. All future member regions must be democratically controlled by a UN Delegate (regions with a controlling “Founder” cannot be admitted). Ratification of new regions into the pact is required from all other pact-member UN Delegates, meaning all members hold a veto.
PACT MEMBERS RESPONSIBILITIES: All members of the pact must include the words “Member of the Democratic Defence Pact” in their region’s World Factbook Entry. When a region is attacked by a hostile group or multi-nation cheat, the UN Delegate from every other region is required to request an equivalent of 20% of their endorser number UN Members to move temporarily to the attacked region, holding the ground until said region’s UN Delegate is able to password the region and ban the aggressor nations. This means that if a UN Delegate has 50 verified endorsements, said member is required to request that 10 UN member nations from their region (whether endorsers or not) move temporarily to protect the allied region. If the UN Delegate had 10 verified endorsements, they would request 2 nations to go (etc). All nations requested to assist must have logged into NationStates within 48 hours.
POWER CHECKS AND BALANCES, AND SOVERIGNTY PROTECTION: This pact cannot be mandatorially activated until an invasion has commenced – threatening statements or offensive behaviour or propaganda are not the same as an invasion. The pact can not and will not be used to support or reinstate the regime of a UN Delegate who is legitimately replaced by his/her own member nations. Each nation requested to defend an ally retains full sovereignty for his/her own decisions – a UN Delegate cannot force compliance, however should feel compelled to lobby other nations should one or more of his/her citizen nations refuse to assist. Any “rescued” region must be passworded for at least one week after successful defence. Entry into this pact must be advertised (along with the full pact text) in each applicant region’s forum. Membership of this pact does not limit any nation, region or UN Delegate from forming independent alliances with any other nation, region of UN Delegate.
RECOMMENDATIONS: All UN Delegates are recommended to remain passworded, subject to the acceptance of this measure by their citizen nations.
CLARIFICATIONS: This pact is between regions (not UN Delegates!) however the UN Delegate retains ultimate control of the relationship. Therefore when a UN Delegate is replaced within a region the pact members will reassess continued protection of said region. Should any pact member decide that the new Delegate is not acceptable, or the new Delegate will not ratify the pact, the alliance with that region will be over 48 hours after the new Delegate’s appointment. Any region can be expelled fro the pact by a majority of UN Delegate pact members.

I know that this is a rather selfish point to bring up, but if I send away 20% of my endorsees, wouldn't I lose my post for lack of endorsements?

Only if they were only endorsing you. If they were endorsing your major competitors as well, you would have no problem. Or you could just see if your competitors would be willing to assist the allied region, thus giving you even less to worry about if they went.

That Manifesto must have been written whem that Quebec based terrorist Jennifer Government and his friends (all ejected from the game) had occupied "United States of America." A similar group still controls the region called "America." The USofA is once again free, and the inclusion of it in this manifesto or declaration is unfortunate. If they refer to our group of friends as occupiers, then so is every player in this game an occupier. We were all created in one of the Pacific states, and we moved to where we are now.

I am responding to this to bring this thread to the front of the forums - although nearly a year old, once our government is in order, we may wish to contact NZ and see if this defence pact is still on the table...

One problem Australis Pasifica doesn't seem to exist any more. I would recommend that Canada research these regions knowledge of security before commiting to supporting them.

I agree - I just want to dig out some of these old communications which appear to still be lingering over from the last government, so that candidates for positions are aware of some of the old issues that are still around.
