There are some issues that need to be addressed re: the day to day operations of our region. For some time now, there has been an unspoken agreement among the residents of Canada that the style of government here is at best ineffective, given the restraints of the game. Therefore, I'd like to propose the following:
1) Immediately calling elections in order to elect a council made up of the following positions:
1a) Council Chair - This will be the person responsible for moderating debate in all Canadian forums.
1b) Regional Council - The council will be made up 1 nation for every 75 nations in the region, to be elected every third month, on the first weekend of the third month. The council will collaborate with each other on all matters that affect the region, including the development of strategies to promote Canada's intrests at the UN, to further promote the use of Canada's off-site forum, promote the immigration of nations into Canada to further grow the region, and other matters such as the security of the region.

Sounds good to me. However, I think it should be open to the elected council (which, given current numbers in Canada, will number 4 members) to appoint further interested members as non-voting members of the council, so as to ensure that a wide spectrum of views are heard.
Insodoing, it ensures that the council doesn't become a "clique" of sorts by allowing participation and debate of more than four nations.
