Talk to Eusine in the Celadon City Pokemon Center after capturing all three legendary dogs (or cats...) to get the Rainbow Wing. To get the Silver Wing, you talk to an old man wandering around in the eastern area of Pewter City.

i have to catch all three!!!!!!!!!! last time i played the game i barely caught suicune there is no way i can get all three
