That wasn't my question nance, maybe I should word it a little better. I was talking about when Sam actually met Oliver, not when Oliver kidnapped Sam. So here's the answer, it was in book 17, before Sam died. And Loki said that he was working for the government, and Sam said that he didn't believe that. Then when Loki asked if Sam would like to meet his boss, Sam thought, that Oliver probably is the boss, becasue everyone seemed to fear him, even the big muscular guys.
