This quote has bothered the heck out of me, everytime I hear it. I think I either missed something or someone got their dates mixed. First of all, Sydney supposedly is either 26 or 27 in this episode. She wasn't even thot of by Jack and Laura 30 years back. NOW, if Irina meant 20 years..that would make it the time she last saw Sydney! That would make sense.
