Now hear this as Emperor Pyrrhus addresses the fellow nations of the Balkans.

The Crisis of Mygrannystibia is at hand and among us. The issue that stares at us today is a crisis that can be resolved with the use of wisdom, intellect, and courage. The Nation of Mygrannystibia has a government that is in the state of collapse and the neighbors are in fear of a renegade nation taking form, creating a hostile regime spreading terror, war and death among us.

The Courtyard of the Royal Palace is now open for all deligates from all Nations of the Balkans to address and come to a compromise in regards to this sensitive situation. Time is of the essence. It is recommended and encouraged that the Nation of Thracia, the UN Delegate, conduct a formal vote for the disposition of the future for the Nation of Mygrannystibia. The Nation of Phyrric will abide by all measures.

The Grand House of Representatives has proposed:

1. That the National boundaries of Mygrannystibia be maintained in its full integrity and free from invasion, harassment, or sales or transfers of any territories, corporations, or citizens until such a time that another government can be found and accepted to make such decisions.

2. When such a time does come about that a stable government has been established into the seats of power, that expenses for the refugees and restoration of peace be reimbursed to the Holy Empire of Byzantine Territories for any intentional or unintentional damages to the said Empire.

3. No military action is to be taken against the Nation of Mygrannystibia during this time of transition.

The Emperor has signed the following proposal and supports such a measure and will take any actions that is approved for the proper sovereignty of Mygrannystibia to be maintained. May we, the Nations of the Balkans, proceed smartly and peacefully to resolve this crisis.

The Armed Republic of New Garneria agrees with the terms issued above and will abide by them. Also, the ARNG would like to send the Armed Republican Militia into the country for the safety of the former nation's people until a new government is established there (not as an invasion but as a peacekeeping force).

Prince Michael, speaking on behalf of his brother Emperor Alexios III and the people of the Holy Empire of Byzantine Territories, issues the following response to the proposals concerning the Mygrannystibian crisis:

1. The most pressing concern of all Balkan nations should and must be the humanitarian crisis in Mygrannystibia. ALL political concerns should only be resolved after the area is stabilized and the people cared for.

2. Attempting to, or actually "purchasing" the lands of disentegrating nations is a form of economic warfare whereby richer nations may dominate and subjugate their neighbors. We will oppose any "purchasing" of Mygrannystibian territory with all means at our disposal.

3. If Mygrannystibia collapses, the Imperial Army will cross the border to provide security for the Mygrannystibian people. Our forces will remain until a democratic election determines the fate of the nation. A 10 km Demilitarized Zone (DMZ) will be maintained along our border. Forces from all other Balkan nations are encouraged to assist in stabilizing Mygrannystibia, but are politely asked to remain a minimum of 10 km from our border. This is vital to our security and to prevent "friendly fire" incidents.

4. We sincerely hope that this situation is resolved peacefully and quickly.

It has been brought to the attention of the Minister of Foreign Affairs that a treaty proposal to the Balkan Peace Agreements made by Alcheringa and seconded by Montfortslavia of a peacekeeping force should be utilized in this crisis and time of need.

The Minister of Foreign Affairs of Phyrric in an effort to reduce any amount of conflict that may arise due to the nature of the situation ask that each nation supply no more than 1000 soldiers for any defense that may be deemed necessary in maintaining peace within the Nation of Mygrannystibia. This is an effort to maintain a balance, a status quo, and to eliminate possibilities for conflict between nations involved and to establish an order of precedence for the peacekeeping force in accord to the Court of Justice. In compliance with the wishes of the Holy Empire of Byzantine territories, all nations stay clear of the 10 km postings.

In conjunction, LHD 1 Macedon and 2 LSD will be equipped not with the typical call to arms, but be inacted as a medical ship enroute to Mygrannystibia. The well deck of each ship is being refitted to accompany refugees for medical treatment and inoculations. Doctors and Nurses from other nations are asked to volunteer and proceed to the port of Epii to embark for this humanitarian effort.

Four supply ships are now being loaded with grains, beans, and canned goods to help supply the needs of the many refugees. This is approximately 20,000 tons of food and will accompany the Macedon.

It is further asked of each nation that food, clothing and medical supplies are of a more necessity than arms and be supplied in a humanitarian way to promote peace, good-will, and prosperity to the people of Mygrannystibia.

The Thracian government's position on Mygrannystibia is very similar to Phyrric's:

If or when this nation collapses, its territory should be held in abeyance for four or five days during which we will discuss the future of this area. In case of collapse, of course, order should be maintained and humanitarian assistance should be provided to the Mygrannystibia inhabitants. If, during this 4-5 day period, a new nation joined us, it should be asked to take control of the land of Mygrannystibia. If that nation accepted, it should be given the entire Mygrannystibia land. Territorial adjustments can be negotiated after the new nation settled in that land. It is true that Montfortslavia needs additional territory to settle its ever increasing citizens, but it could get that territory through negotiations with the new nation and through give-and-take. the same applies to Pepestonia and the Byzantine Territories, if it chose to claim part of the Mygrannystibia territory.

Thracia has prepared an emergency relief team that consists of doctors, nurses, engineers and relief workers. If and when this team is sent to Mygrannystibia, it will be accompanied by 500 troops to provide their security.

The Honorable Delegation of the Pepestonian Federation wishes to make the following statements:

1- After low level diplomatic negotiations with Montfortslavia, the Federation wishes to recall its intention to adquire territories in case of a collapse of Mygranisstybia. After considering the options, Montfortslavia agreed to provide the Federation with support in the construcion of the Koba Nuclear Power Plant if the Federation supported their proposal to purchase territories from such nation to help in their over populated cities.

2- We must make a very strong diferentiation between operations of the Balkan Humanitarian Relief Fund, multi-lateral Peace Keeping Operations and national operations when going into Mygrannistibian territories.

3- After running the matter and in negotiations by President Terenko and the Prime Minister Montfort, we have also come to consider, that given the past situations in our region, it would be better to try and aleviate our regional map, in stead of cramping it a little bit more.

4- With the endorsement of Montfortslavia, the Pepestonian Federation would like to volunteer to lead the international Peace Keeping Force, and makes all of its air bases and camps available for concentration points and refugee camps. Montfortslavia has expressed that they are in no condition to receive refugees, and our nation is more than willing to assist in this matter.

There is still plenty of land in Asia Minor that can be added to our region. Rather than dividing up Mygrannystibia, Montfortslavia and Pepestonia might be interested in "establishing colonies" as it were in these "white" areas of Asia Minor.

Byzantine Territories - June 27, 2003 02:56 AM (GMT)
Imperial forces in northern Mygrannystibia total 45,000 troops. These soldiers are currently engaged in humanitarian aid. We are pleased to report that many refugees are now recrossing the border and returning home. It is expected that the peacekeeping force will be reduced to 15,000 in the next few days. Most of our soldiers are citizen-soldiers and will need to return home soon.

Concerning territorial adjustments, the Empire would be interested in acquiring territory in northern Mygrannystibia, especially the city of Ephesus, pending approval of Thracia and the Balkan General Assembly and the people of the region. We believe that our track record and contributions in the Balkans, as well as historical links between the city of Ephesus and the Orthodox Church and Byzantine Empire merit this change. We look forward to peaceful discussion of this matter.

The Territory Distribution and Adjustment Department for the Balkans (Tediad-B), in response to the request of the Byzantine Territories, would like to state the following:

The Thracian government has no objection to Byzantine Territories's request to acquire the Ephesus area of Mygrannystibia. However, The Department would ask the Empire to wait for a few days. There is a nation in the region of Eastern Europe named The Federation of Anatolia and Aegea which expressed interest in joining the Balkans. If this federation does join the Balkans, it will be offered the land of former Mygrannystibia. The territorial adjustment can be done either right before the establishment of this new federation in Mygrannystibian territories, or right after this establishment, through bilateral negotiations between the Byzantine Territories and this new Federation.

Therefore, until The Federation of Anatolia and Aegea makes a decision on whether to come to the Balkans or not, it would be better not to make any territorial adjustments in Mygrannystibia.
