The Charter for the League of Balkan Monarchies
Proposed April 11th, 2004
Purpose: To create a common forum for the exchange of ideas and to create a place for cooperation between the monarchies of the Balkans. To to create a loose alliance for economic and political unions for nations with monarchies.
Article 1: All member nations must be run in some capacity by a monarch or a theocrat, unless given special permission by a simple majority vote of member nations.
Article 2: The leader of this body will serve as spokesman and mediator (and in some cases arbitrator) between member nations of the league. In the event that the spokesperson is in dispute with another nation, another temporary mediator will be chosen.
a.) This spokesperson will be elected by his/her peers, and a nation cannot nominate itself for this postion.
b.) The position of spokesperson will be an elected office, with elections occuring every two months.
Article 3: This league is political and economic only, military alliances may occur only between nations in their individual affairs, but will not be officially recognized by the league.
Article 4: Each nation shall have one vote on every issue, which can be proposed by any nation.
a.) In the event of a tie, the spokesperson will recieve an additional, tie- breaking vote.
Article 5: Any aggresive act towards another member nation will be grounds for disciplinary action, as deemed appropriate by the other members. The penalties given to the League range in harshness up to and including expulsion from The League of Balkan Monarchies.
Article 6: Any nation signing this Charter hereby enters a pact of non- agression towards other member nations.
Article 7: This document is open for amendment at any time, so that any nessecary changes, deletions or additions can be made.

How the elections will go trough?
With polls?
I think that we have to sign a general non-aggressive pact between our monarchies.

May I suggest that we leave punishment up to Thracia?After all he has the final say in everything.May I also suggest that we start a United Monarchy Fund for the members nations and their people, of which I will head.May I yet still suggest that elections take place once every two months, and that a mutual protection pact be signed for the security of the organization.

In response to the punishment issue, the worst punishment would be ejection from the league. That is the harshest measure we could take. Anything else is at Thracia's dsicretion, however, we do have a need and responsibiliy to police ourselves.

Sorry to post here, as Thracia is not a monarchy.
However, we need to respond to the punishment issue.
Thracia is in charge of law enforcement in this region, only in cases of a violent or military confrontation.
So, if there was an aggressive action (not just verbal aggression, but military or armed aggression), by one monarchy against another monarchy, this would be a violation of a fundamental principle in this region and would require punishment beyond this league -- a region-wide punishment.
However, this league could establish a finer, more detailed, definition of aggression and could ban less violent forms of aggression as well. In this case, the league could impose its own types of punishment for these, less violent, instances of aggression.

The harshest punishment I would consider appropriate by the League would be ejection from the League, not the region however, which we would have no right to try to administer.

I would like to Propose that the Person Elected to be Head of this fine Organization be called Regient of the Balkans. In Addition the Byzantine League also wishes to formaly sign this Charter, but would like to add if possible an Article of Principles that would be mandatory for all member nations to follow. I would be happy to compose it if you would like.
