The Honorable Sovereign Republic of Montfortslavia,
As an Independent, Sovereign and Unified Balkan Nation, would like to present the following request for the ruling of the Balkan International Court of Justice,
The national territory of Montfortslavia has come recently under pressure, to cede consessions of the national territory.
As has always been known, Montfortslavia has one of the largest growing populations in the region and is one of the largest 50 nations in the world.
Ironicaly, due to geograpgical curcunstances, the national territory of Montfortslavia is one of the smalles in the region.
Montfortslavia acknowledges that there are many new nations and groups that have hystorical claims to the territory of Montfortslavia, but the curreant reality of our nations has more weigh in 2 billion Montfortslavians than on the pages of history.
That is why Montfortslavia presents the following request for the IBCJīs ruling in determining legal parameters to create an international ratified document to prevent any nationīs historical or cultural claims on Montfortslavian national teritory.
We submit this petition to the Court.

Thracia is willing to accpet this petition, but we need a clarification:
If we rule on the territorial protection for Montfortslavia would that be a general rule that would apply to every nation that in the future may face a similar situation?

We do not plan on establishing a region-wide parameter.
This would just be an ad hoc situation for Montfortslavia.

Justice Hawk of The Historical Empire of Ancient Races accepts the case brought before the BICJ by The Honorable Sovereign Republic of Montfortslavia.
As one of the largest 50 nations in the world, does Montfortslavia want to petition for more territory, or defense of it's current territory only?

Our case centers on two requests:
1- The protection of the current territory and,
2- Populational and territorial rights for expansion

I hate to be rude like this, but I can't sit here idly anymore...we should not allow territorial expansion just based on population! All nations in nationstates have increasing populations everyday! When I first got to The Balkans, I made the argument with Thracia that why should all these noobs get great expances of land while I have a pretty large pop. and I have this very small land area. Thracia then countered with what I said earlier. I don't mean to impead on how the justices do things here, but personally, I think that expansion based on population is bais toward the largest nations, aka Montfortslavia, and leaves us smaller nations in the gutter. Please make the right decisions here!

Montfortslavia si simply making a claim to protect what is ours and to provide better life opportunities for our citizens in the most legal and legitimate of ways.

Although it may be prejudicial to this case, I still have to say that Justice Hawk's question goes way beyond Montfortslavia's demand, and turns a basically pro-status-quo request into a serious redistribution issue that would lead to a lot of objections from other countries.

After reading the comments of Yugoslovenia and Thracia on this case, Justice Hawk realises that his question may have been suggestive (if that's the case, it wasn't meant that way!) and wants to withdraw his question.
He does however, sees a legitimate case in determining, or at least trying to determine, if it is possible for Montfortslavia to protect it's cultural and historical borders.

Excellencies, Honourable Justice: We have concerns about land distribution issues too. We accepted where we are currently located, on the premise that patience got our Realm land and maybe with patience we could eventually be located closer to the historical Zahumlje,( ie present day real life Hercegovina), we are in an unhistorical area for us, but are makeing the best of it. We have a population now at 125 million. We don't want to cause anyone problems. We believe what ever rules were set up at the outset were fair, and that it is best to abide by them rather than have chaos. We also believe frequent rule changes are a bad thing, which can only lead to bad feelings.
We think that there have to be ways to make the rules work better all around. There is only so much land in the Balkans in the first place. We think first of all it is well to consider t hat one is lucky to have land at all, and then really really blessed if it is where you hoped to be, in your ancestral territory and after that how big or how little doesn't matter so much.

On behalf of Thracia, I would like to say that I agree with the Queen of Zahumlje.
It would be very helpful for the entire region if Montfortslavia's demand led the court to come up with some basic principles on land distribution and adjustment.
Such principles would also help Tediad-B (The Territory Distribution and Adjustment Department for The Balkans) [OOC: in other words, it would help ME :-)] improve its performance.

Seing the reactions to the proposal, Montfortslavia has decided to withdraw his case dockett from the BICJ.
As of this moment we will continue our policies of conservation / expansion within the parameters of our Foreign Policy Agenda
