In any event, Thracia has decided to donate 1 billion chrysa (i.e. 2 billion euros) to the BRF and a hundred ambulances with all their equipment.

Ok, Thracia now has a clearer idea of the functions and objectives of BRF.
The ambulances can stay in Thracia but they will be ready to be sent to any area that is in humanitarian crisis.
As for the 2 bn. euros, this money has now been deposited to a special account, named emergency relief account, in the Thracian Central Bank. BRF has been given withdrawal privileges from this account.

Our government considers that the BRF functions should be directed to humanitarian aid. The Annoyastan Crisis can be solved via economic cooperation rather than handouts.

The Government of Annoyastan agrees with the stated purposes and goals of the BRF, and pledges support. We appreciate the consideration given Annoyastan in the midst of our current economic crisis. Our internal evaluation of the crisis and the formulation of our response is continuing.

Are you suggesting a direct monetary donation? The current BRF balance is at $30,000,000 US. If we do make a donation, what amount should we send and should it be repaid when Annoyastan recovers? The original intent of the BRF was to focus on strictly humanitarian aid. We are concerned that sending blank check donations to Annoyastan may end up only worsening the problem. We agree that we should do something, but we just aren't sure exactly what form our aid should take. Maybe we should vote.

We propose that the BRF serve as a central clearing house for funds to be used for the purchase of food, medicine, clothing and the support of "first responders" for any humanitarian crisis that may arise. We also propose that each nation maintain thier own equipment and personnel. This would ensure that an immediate response could reach any area in need, instead of having to wait for units to arrive from Constantinople. For example, the 100 ambulances provided by Thracia should remain in Thracia and be controlled by Thracia until needed. This will also simplify the management of these resources. We believe this will make the BRF much more manageable. We will contact Annoyastan and request that they forward us thier current needs.
