Tolomakia agrees with the treaty and sign it. Regarding the Court of Justice issue, we see Article 6 only as a recommendation which should lead to a special treaty on the matter.

The Balkanic Peninsula Peace Agreement
Article 1- We the signatories of this document, agree to conduct our relations amongst the other signatories, by the principles and precepts hereby contained, and maintain them as a norm of conduct in regard to relations with non-signatories.
Article 2- The signatories hereby agree to renounce to war as a way of expansion and/or political pressure to any nation in the Balkans and accepts the peaceful solution of controversies.
Article 3- The signatories hereby agree to maintain the principles of respect, tolerance and cooperation in the relations bewteen Balkan nations and non-Balkan nations.
Article 4- Each nation will be granted the right to express itself in the General Assembley and the right to the free opinion on topics of regional concern.
Article 5- Each nation in the Balkans will maintain its sovereignty and right of self-determination above all.
Article 6- This document promotes the creation of a Balkanic Court of Justice to mediate the disputes between nations, pending acceptance and ratification from signatories.
Article 7- This document will be open for adherence from any nation in The Balkans who is willing to uphold the principles and precepts herein contained.

With the condition that the article on the Court of Justice is just a suggestion to be fleshed out or developed later, Thracia, too, accepts and signs this treaty.

His Majesty Alexios III, has put forward a proposal to sign and ratify the Balkanic Peninsula Peace Agreement. The National Parliament is currently debating His Majesty's proposal. The current debate is focused on two issues: the organization and function of the Court of Justice and a proposal voiced by Patriarch Theodosius of Constantinope to ensure religious freedom and protection for religous minorities, especially Orthodox Christians living in nations less supportive of them than the Empire. I believe the proposal will pass, pending a resoultion of our territorial issues in order to satisfy the more nationalist members of Parliament. Sincerely, - J. Tzimiskes

The Government of Alcheringa wishes to know if any of the signatories would be willing to guarantee that Article 6 will be expanded and developed in the near future. A simple vow of affirmation would be enough to satisfy our concerns.
Also, in the wake of recent violence, Alcheringa wishes to propose a permanent Balkanic peacekeeping force to be made up of soldiers from all nations, after the example of the UN or NATO. This may be amended as an article, or as a separate treaty altogether. We feel strongly, however, that order must be restored and maintained in the region, and this seems like the best solution at the moment.
