1. Start a new image, I used a normal banner size, 468x60.
2. With Black as the foreground color, and white as the background color, go to Filter > Render > Clouds.
3. Filter > Render > Fibers (Variance - 16, Strength - 4 ).
4. Image > Adjustments > Hue/Saturation (change the color, be sure to check "colorize" ).
5. Duplicate ( or copy ) that layer, and set the blending mode to Overlay.
6. Duplicate the layer in step #5 twice, setting the blending modes both to Screen.
7. On one of them new layers, go to Filter > Blur > Motion Blur (Angle - 25, Distance - 23 )
8. On the other layer, go to Filter > Blur > Motion Blur (Anglie - -25, Distance - 23)

It's a pretty simple effect, but it goes well with banners. My final outcome is in the attachment.
