During this tutorial, we will create a circular blast.

1. Start a new image. I made mine 300x225.
2. Fill the background in white.
3. Now, using the Line tool, at 5px, make lines across the image like so:

4. Filter > Distort > Polar Coordinates (Rectangular to Polar).
5. Filter > Blur > Gaussian Blur (Radius - 2px)
6. Image > Adjustments > Hue/Saturation. We now colorize the image by checkmarking the "colorize" checkbox.
7. Duplicate that layer.
8. Set the new layer's blending mode to "Screen" and do Edit > Transoform > Flip Horizontal.
9. On the second layer, do Edit > Transoform > Flip Vertical. The blending mode should already be set the Screen.

My final result:

when you make the line, click and then press and hold shift. Walla, it's straight.
