You know those windows in the doctors offices? that are hard to see through, well now you can get that effect quick and easy for any image!
1. start a new image
2. choose your favorite color as foreground and black or white as background
3. choose Filter->Render->Clouds
4. Choose Filter->Distort->Glass (Distortion:20 Smoothness:10 Texture:Tiny lens scaling:100%)
Voila! simple yet kewl effect
