1. Open a new image (Size does not matter here)
2. Hit 'd' on your keyboard to default your colors (black foreground, white background)
3. Go to filter>render>clouds
4. Go to filter>pixelate>mezzotint
5. Choose Long lines as the type
6. Go to filter>blur>radial blur
7. Choose the amount as 100 and the type as zoom. Quality>best
8. Now hit ctrl+u on your keyboard and check the colorize box. Then you could add color to your image. Play with the two bars to find a color for you.
9. If you still have ring-like spots of pixels then simply select the blur tool and blur them out.
